설명The recent crisis in Southeast Asia, including Korea, has brought to the fore the weaknesses in data coverage. While it cannot be said that the countries that have encountered economic difficulties have failed to provide required data to the Fund, some details on short-term debt liabilities, problems in banking sectors, including finance companies, and liquidity problems of corporate entities, were unavailable. If data pertaining to these institutions had been available at the right time, perhaps the Fund could have alerted the countries to the impending crisis sooner than it had. In Thailand, Indonesia, and Korea, banks and corporate entities contracted heavy short-term debt, which they probably used for purposes that have not allowed them to meet their payment obligations on time, such as for speculative investment. It has therefore become imperative for the Fund to consider the core data being collected and whether or not more details are necessary from all members on external debt and its composition, particularly the proportion of short-term debt liabilities against total outstanding external debt, indicating clearly the categories of borrowers.
