설명My authorities have asked me to convey their deepest appreciation for the efforts of Staff and Management in so quickly progressing Korea’s request for a Stand-By Arrangement and for the Board’s expeditious consideration of the program under the Fund’s Emergency Procedures. My authorities also wish to convey their deepest gratification to bilateral donors for their commitments to contribute to the &ancid astistancc package should this be necessary. The difFiculties currently facing the Korean economy are due mainly to the erosion in market confidence in the tiancial sector and bankruptcies of several big conglomerates. To regain market confidence, Korea requires not only immediate ticial assistance but also comprehensive structural reforms
