REPUBLIC OF KOREA-1998 ARTICLE IV CONSULTATION: AND REVIEW UNDER STAND-BY ARRANGEMENT The Executive Directors, meeting in restricted session, considered the staff report for the 1998 Article IV consultation with the Republic of Korea and the second quarterly review under the Stand-By Arrangement for the Republic of Korea (EBS/98/86, S/19/98: and Sup. 1. 5/28/98). They also had before them the authorities’ letter of intent (EBS/98/79,5/4/98), together with a background paper on selected issues in the Republic of Korea (Z&J/98/99, 5/15/98) and a statistical appendix (SM/98/98,5/15/98). Mr. Kwon submitted the following statement: Since the WE-supported program was launched last December, substantial progress has been made in the Korean economy. Assessing the overall situation of the economy at this moment I would cautiously say that the Korean economy seems to have turned the first corner of the foreign exchange crisis but the impact of the crisis on the real economy is now beginning to materiahze more broadly. Therefore, the major tasks ahead are to implement. structural adjustment policies promptly to minimize the social cost and at the same time, to address potential social unrest from unprecedented sharp increases of unemployment.
