설명Introduction 1. This is the final program review under the Stand-By Arrangement. Since the initiation of the program, Korean economy has undergone many changes and become more efficient and more resilient to external shocks. In particular, the financial and corporate sectors have been strengthened through continued reform measures oriented towards market principles. Looking back, the launch of the IMF program coincided with the start of the new administration in Korea. The new administration’s economic policy of an “open and market economy” was identical to the underlying objectives of the program that the Fund adopted for Korea’s recovery and reform. Based on such goals, the authorities launched and implemented reform packages which aimed to: (i) reform the four major areas of the financial, corporate, labor, and public sectors: (ii) transform the economic structure based on market discipline: and (iii) foster a productive welfare system to support those adversely affected during the transition. In pursuing these goals, the Fund program has served as an excellent text book for my authorities.
